En y\u00fcksek dilimde \u00d6TV %80 ile %220 aras\u0131nda de\u011fi\u015fiyor. \u00dcst\u00fcne %20 KDV eklendi\u011finde, vergisiz fiyat\u0131 100 lira olan bir arac\u0131n sat\u0131\u015f fiyat\u0131 200 liran\u0131n \u00fczerine \u00e7\u0131kabiliyor. 2025&#8217;te otomotivden toplanan \u00d6TV geliri yakla\u015f\u0131k 788 milyar TL ile rekor k\u0131rd\u0131. Yaln\u0131zca Aral\u0131k ay\u0131nda 132 milyar TL topland\u0131. Otomotiv Sanayii Derne\u011fi Ba\u015fkan\u0131&#8217;n\u0131n s\u00f6zleriyle, &#8220;art\u0131k t\u00fcm otomobiller y\u00fczde 80 ve \u00fczeri vergi dilimine girmi\u015f durumda.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u0130lk bak\u0131\u015fta \u00e7\u00f6z\u00fcm basit g\u00f6r\u00fcn\u00fcyor. \u00d6TV&#8217;yi d\u00fc\u015f\u00fcr, vatanda\u015f\u0131n cebinde para kals\u0131n, ara\u00e7 fiyatlar\u0131 normalle\u015fsin, pazar b\u00fcy\u00fcs\u00fcn, uzun vadede vergi gelirleri de arts\u0131n. Sekt\u00f6r temsilcileri bunu y\u0131llard\u0131r s\u00f6yl\u00fcyor. Mant\u0131ken do\u011fru da g\u00f6r\u00fcn\u00fcyor. Ama bir iktidar bunu yapmaya kalksa neler olur? S\u0131f\u0131r araba bu kadar pahal\u0131ysa, ikinci elin de fiyat taban\u0131 y\u00fckseliyor. \u0130kinci el piyasas\u0131ndan ge\u00e7imini sa\u011flayan y\u00fcz binlerce galeri sahibi, \u00d6TV d\u00fc\u015f\u00fcr\u00fcl\u00fcrse elindeki stoklar\u0131n de\u011fer kaybedece\u011fini bilir. Verimlilik art\u0131\u015f\u0131 yerine vergi duvar\u0131yla hayatta kalma. <\/p>\n\n\n\n<h4 class=\"wp-block-heading\">D\u00f6rd\u00fcnc\u00fc katman. Herkesin kayb\u0131 somut, kazanc\u0131 soyut<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Ama en \u00e7arp\u0131c\u0131 engel ne sekt\u00f6rden ne Hazine&#8217;den, do\u011frudan vatanda\u015ftan gelir.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">T\u00fcrkiye&#8217;de otomobil bir ula\u015f\u0131m arac\u0131ndan \u00e7ok bir yat\u0131r\u0131m enstr\u00fcman\u0131 haline gelmi\u015f durumda. K\u00fclt\u00fcrel sabit mi, rasyonel adaptasyon m\u0131?<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">B\u00fct\u00fcn bu katmanlar\u0131n alt\u0131nda yatan ortak bir \u00f6r\u00fcnt\u00fc var. T\u00fcrkiye&#8217;de neredeyse herkes (devlet, firmalar, bireyler) k\u0131sa vadeli \u00e7\u0131kar\u0131n\u0131 uzun vadeli faydan\u0131n \u00f6n\u00fcne koyuyor. Bu k\u0131sa vadecili\u011fin k\u00fclt\u00fcrel k\u00f6kleri oldu\u011fu s\u00f6ylenebilir. K\u00fclt\u00fcr\u00fcm\u00fcz\u00fcn g\u00f6\u00e7men ve g\u00f6\u00e7ebe k\u00f6kleri ger\u00e7ekten k\u0131sa d\u00f6ng\u00fclere dayan\u0131yor. Mevsimlik hareket, g\u00fcd\u00fclen bir k\u00fc\u00e7\u00fckba\u015f hayvan s\u00fcr\u00fcs\u00fcn\u00fcn o anki durumuna g\u00f6re karar alma, sabit altyap\u0131ya yat\u0131r\u0131m yapmak yerine hareket kabiliyetini koruma. Belirsizli\u011fin y\u00fcksek oldu\u011fu, m\u00fclkiyet haklar\u0131n\u0131n zay\u0131f oldu\u011fu bir ortamda uzun vadeli plan yapman\u0131n maliyeti y\u00fcksek, getirisi belirsizdir. T\u0131pk\u0131 yer\u00e7ekiminin her nesneyi yere do\u011fru \u00e7ekmesi gibi, T\u00fcrkiye&#8217;deki rant yap\u0131s\u0131 da her akt\u00f6r\u00fc (devleti, firmalar\u0131, bireyleri) mevcut d\u00fczene do\u011fru \u00e7ekiyor. Yukar\u0131 \u00e7\u0131kmak istiyorsan\u0131z bu \u00e7ekime kar\u015f\u0131 enerji harcaman\u0131z gerek. Ama \u00e7o\u011fu akt\u00f6r i\u00e7in bu enerjiyi harcamak rasyonel de\u011fil, \u00e7\u00fcnk\u00fc yukar\u0131 \u00e7\u0131kman\u0131n \u00f6d\u00fcl\u00fc belirsiz, yer\u00e7ekimine teslim olman\u0131n bedeli ise d\u00fc\u015f\u00fck. En az\u0131ndan k\u0131sa vadede.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bu metafor, \u00f6nceki yaz\u0131da tart\u0131\u015ft\u0131\u011f\u0131m bir\u00e7ok sorunu bir \u00e7er\u00e7evede birle\u015ftiriyor. KOB\u0130&#8217;ler neden d\u00fc\u015f\u00fck katma de\u011ferli \u00fcretimde kal\u0131yor? \u00c7\u00fcnk\u00fc yukar\u0131 \u00e7\u0131kman\u0131n \u00f6d\u00fcl\u00fc zay\u0131f, yerinde kalman\u0131n (te\u015fvikle, afla, d\u00fc\u015f\u00fck verimlilikle) bedeli d\u00fc\u015f\u00fck. Firmalar neden birlikte Ar-Ge yapm\u0131yor? \u00c7\u00fcnk\u00fc bilgi payla\u015f\u0131m\u0131 g\u00fcven gerektiriyor ve g\u00fcven yok. Devlet neden yap\u0131sal reform yapm\u0131yor? \u00c7\u00fcnk\u00fc k\u0131sa vadeli politik maliyet, uzun vadeli toplumsal faydadan daha a\u011f\u0131r bas\u0131yor. Vatanda\u015f neden mevcut d\u00fczeni savunuyor? \u00c7\u00fcnk\u00fc kayb\u0131 somut ve bug\u00fcn, kazanc\u0131 soyut ve yar\u0131n. Hepsi ayn\u0131 yer\u00e7ekimine ba\u011fl\u0131.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Yedinci katman. Kendi kendine kurulan tuzak<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Buraya kadar anlatt\u0131\u011f\u0131m alt\u0131 katman i\u00e7 dinamiklere odaklan\u0131yordu. Bunun hi\u00e7biri WTO&#8217;yu, GATT&#8217;\u0131 veya G\u00fcmr\u00fck Birli\u011fi&#8217;ni ihlal etmez. Ayr\u0131mc\u0131l\u0131k yapmad\u0131\u011f\u0131n\u0131z s\u00fcrece i\u00e7 vergi oran\u0131n\u0131z\u0131 istedi\u011finiz gibi belirlersiniz. INOVAR AUTO program\u0131yla yerli \u00fcretim s\u00fcre\u00e7lerine vergi avantaj\u0131 tan\u0131d\u0131 ve WTO panelinde cezaya mahkum edildi. Hindistan g\u00fcne\u015f panellerinde, Kanada yenilenebilir enerjide ayn\u0131 ak\u0131bete u\u011frad\u0131.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Peki ABD ve AB benzer \u015feyleri nas\u0131l yap\u0131yor? ABD&#8217;nin Inflation Reduction Act&#8217;\u0131 a\u00e7\u0131k\u00e7a yerel i\u00e7erik \u015fartlar\u0131 ta\u015f\u0131yor ve uzmanlar\u0131n genel de\u011ferlendirmesi GATT ihlali y\u00f6n\u00fcnde. Ama ABD bunu yapabildi \u00e7\u00fcnk\u00fc WTO Temyiz Organ\u0131 2019&#8217;dan beri fel\u00e7 ve ABD&#8217;nin ekonomik g\u00fcc\u00fc cayd\u0131r\u0131c\u0131 etki yarat\u0131yor. AB ise &#8220;Made in Europe&#8221; hamlesini kamu al\u0131mlar\u0131 \u00fczerinden me\u015frula\u015ft\u0131r\u0131yor, \u00e7\u00fcnk\u00fc kamu al\u0131mlar\u0131 GATT Madde III&#8217;\u00fcn kapsam\u0131 d\u0131\u015f\u0131nda. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yani d\u0131\u015f dinamik cari dengeyi bozmayal\u0131m diye &#8220;\u00d6TV&#8217;yi sadece yerli ara\u00e7lar i\u00e7in d\u00fc\u015f\u00fcrme&#8221; karar\u0131 almam\u0131za  izin vermiyor. Uluslararas\u0131 d\u00fczenlemeler &#8220;d\u00fc\u015f\u00fcreceksen herkese e\u015fit d\u00fc\u015f\u00fcr, normal politika ara\u00e7lar\u0131 kullan&#8221; diyor. Bu gayet makul bir ilke. Ve zaten ba\u015ftan bu vergiyi makul bir d\u00fczeyde koymu\u015f olsayd\u0131k bu tart\u0131\u015fmay\u0131 yapm\u0131yor olurduk. Danimarka da y\u00fcksek otomobil vergisi uyguluyor ama orada vergi yap\u0131s\u0131 tutarl\u0131, \u00f6ng\u00f6r\u00fclebilir ve b\u00fct\u00e7e dengesi do\u011frudan vergilerle sa\u011flan\u0131yor. Biz ise vergi taban\u0131n\u0131 geni\u015fletmek yerine birka\u00e7 \u00fcr\u00fcne a\u015f\u0131r\u0131 y\u00fcklenerek &#8220;kolay gelir&#8221; yolunu se\u00e7tik. Ve \u015fimdi o kolay gelire ba\u011f\u0131ml\u0131 hale geldik.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Yer\u00e7ekiminden kurtulmak<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Peki bu d\u00f6ng\u00fcden \u00e7\u0131k\u0131\u015f var m\u0131? Bir \u00f6nceki yaz\u0131da &#8220;k\u00fc\u00e7\u00fck \u00f6l\u00e7ekten ba\u015flamak&#8221; \u00f6nermi\u015ftim. \u015eimdi hem i\u00e7 hem d\u0131\u015f katmanlar\u0131 bir arada g\u00f6rd\u00fc\u011f\u00fcm\u00fczde, mesele daha net bir bi\u00e7im al\u0131yor.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00d6TV&#8217;yi d\u00fc\u015f\u00fcrmek teknik olarak m\u00fcmk\u00fcn. Birincisi, vergi taban\u0131n\u0131 geni\u015fletmek. T\u00fcrkiye dolayl\u0131 vergilerden bu kadar y\u00fcksek gelir toplamak zorunda kal\u0131yor \u00e7\u00fcnk\u00fc do\u011frudan vergiler (gelir vergisi, servet vergisi, gayrimenkul vergisi) gere\u011fi gibi toplanam\u0131yor. Bunun arkas\u0131nda kay\u0131t d\u0131\u015f\u0131l\u0131k, rant ekonomisi ve vergi adaletsizli\u011fi var. Otomotiv \u00d6TV&#8217;sini makul d\u00fczeye \u00e7ekebilmek i\u00e7in \u00f6nce bu zemini g\u00fc\u00e7lendirmek gerekiyor. T\u00fcrkiye kendi topraklar\u0131ndaki Ar-Ge faaliyetlerini, teknoloji yat\u0131r\u0131mlar\u0131n\u0131, mesleki e\u011fitimi destekleyebilir. Bunlar WTO uyumlu ve zaten mevcut olan mekanizmalar. ABD bunu &#8220;Buy American&#8221; ile, AB bunu &#8220;Made in Europe&#8221; ile yap\u0131yor. T\u00fcrkiye de kamu filosunu, belediye otob\u00fcslerini, resmi ara\u00e7lar\u0131 yerli \u00fcretime ba\u011flayabilir. Bu se\u00e7ici vergilendirmeden farkl\u0131, me\u015fru bir talep yaratma politikas\u0131.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ve i\u015fin en zor k\u0131sm\u0131. B\u00fct\u00fcn bunlar g\u00fcven gerektiriyor.
